The gunners have some high tech weapons, but they aren't consistent with it, having many armed with assault rifles (or what FO4 calls assault rifles) and melee weapons. The only group in the Commonwealth able to outfit all of their soldiers with lasers is the Brotherhood, and stealing peoples lasers is their reason for being. It's worth mentioning that as soon as the Institute gets access to better resources (reactor turned on), they pick between two projects they have on the agenda, one of which is upgrading their lasers. When the lives of the soldiers has no or next to no value, equipment is going to be substandard. Slave soldiers don't object to cheap guns. And, most importantly, they are made to outfit slave soldiers who are themselves mass manufactured.
They are mass manufactured very cheaply, mostly from simple plastic, to be as resource efficient as possible. Institute weapons are what a group of scientists were able to build on their own in an underground bunker while cut off from the vast majority of resources. The former may bring down quality to increase quantity but the latter should balance it out. They were made for nations going to war and (probably) individuals who wanted personal weapons. They could import the best parts, upgrade things when a random scientist on the other side of the country made a breakthrough, ect. Laser weapons may be old, but they were made in pre-war factories that had access to an actual economy.
